From the perspective of economic diplomacy, TL can generally appear as a very marginal market, which does not exclude the possibility of a one-off trade. The country has clearly defined development needs and has the financial resources to implement them. In history, this fact is best proven by the supply of fittings and equipment for the oil sector in 2007, which once distorted the statistics of the trade balance. In the years 2009–2010, the Czech Republic implemented the so-called small local project “Support for the development of the infrastructure of East Timor – supply of a mobile drinking water treatment plant” in East Timor. The project was implemented by the Czech company GEOtest Brno, through its Indonesian subsidiary PT. Indonesian Water Equipment Technology (PT. IWET).
According to the approved financial framework, the total budget of the project was CZK 868,620, of which CZK 500,000 were the funds of the Czech Republic’s National Association of the Czech Republic and CZK 368,620 was the developer’s co-participation.
The subject of the project was the delivery of a WWT-01 mobile drinking water purifier, i.e. the same type that was delivered as part of the recovery and reconstruction of the areas affected by the tsunami in Aceh, and which proved itself not only in Indonesia but also in similarly difficult areas of Sri Lanka and Mongolia.
The beneficiary of the project was the Ministry of Economy and Development of East Timor, through its development agency DNDR. Despite administrative and logistical problems on the part of the recipient, the project was successfully completed and handed over to the recipient for use on 15 March 2010. According to information from the developer, the completed development project should be continued from the funds of ZRS DE within the educational program “Technical aspects of drinking water supply”.
